NEW RULES FOR PANCHAYAT CLEARANCES
* For permission for construction of buildings prepare four sets
of building plans an drawings.
* Submit above to the panchayat with necessary documents (GDD
Village Panchayats REgulation of Building Rules 1971)
* Panchayat secretary should acknowledge application.
* Secretary has to scrutinize the application, and place before
sarpanch in two days.
* In case application is complete, sarpanch has to forward it to
Town Planner of the taluka in duplicate, and one set to the PWD
assistant engineer or technical officer.
* Incomplete applications to be returned by the panchayat
secretary in a week, with directions to re-submit.
* Town planner or technical officer shall communicate views in
two weeks.
* Town planner to scrutinize plans (area of plot, conversion
allowed by deputy collector, permissible floor-area ratio, FAR
proposed for construction, height of building, number of units
and purpose, total built up area, area for car park and open
space, setbacks on all sides, area of existing structure for
reconstructions, access, traditional existing footpaths, zone in
which construction falls).
* If the Town Planner fails to communicate a decision in two
weeks, 'no objection' is presumed.
* PWD technical officer to scrutinize plans/drawings and certify
RCC drawings, and cost of building in two weeks. If he fails to
do so, the plans will be taken as correct.
* Panchayat, on receipt of the report from town planner/technical
officer, shall place it before a meeting of the panchayat, and
take appropriate decision in two weeks of the date of receipt of
the report.
* In case the panchayat fails to get the report from the Town
Planner or PWD, it can take a decision on the application
submitted by the applicant.
* In any case, the panchayat shall communicate its decision
within thirty days from receipt of application.
